BESS & Renewable Energy Acceleration

This program focuses on rapidly increasing the capacity of solar farms and wind parks across the region. BASE works to identify high-potential and to streamline permitting processes. We share success stories to demonstrate viability and inspire action. A key aspect is grid integration and BESS. BASE convenes experts to tackle challenges of connecting all these new solar panels and turbines to a stable regional grid, advocating for smart grid upgrades and cross-border power lines.

Just Transition & Circular Economy

BASE is committed to a just transition for communities historically dependent on coal and heavy industry. Through this program, we wish to help workers, repurpose old mining sites into renewable energy parks, and attract new green businesses. For example, we promote transforming retired coal mines or landfills into solar farms – turning brownfields into greenfields. We also champion the recycling and proper disposal of renewable energy equipment as part of a circular economy approach. This ensures the sustainable energy boom is also managed sustainably and equitably, with particular attention to gender equality and inclusion in new green jobs.

Policy Alignment & Advocacy

In this pillar, BASE monitors and influences energy policy to align with European standards and climate goals. We track each Western Balkan country’s progress on National Energy and Climate Plans (NECPs) and the EU Green Deal commitments. We provide feedback and convene stakeholder roundtables on pressing issues like the EU Carbon Border Adjustment Mechanism (CBAM), ensuring Balkan industries adapt and remain competitive. Through advocacy campaigns and expert working groups, BASE helps harmonize regulations region-wide, so that the Balkans can present a unified front on sustainable energy.

Industrial Decarbonization

BASE drives industrial decarbonization in the Balkans by promoting a portfolio of low-carbon solutions, not a single technology. Alongside green hydrogen, we advance electrification, energy efficiency, renewable heat, sustainable fuels, and hybrid “Hydrogen Valley” concepts that integrate renewables with hard-to-abate industrial demand. Through targeted advocacy, BASE works to reduce regulatory barriers and mobilize investment so locally deployed clean energy solutions, hydrogen where it makes sense, direct electrification where it is cheaper, and hybrids where systems integration is required, can effectively compete with fossil-based energy.

Our Ambassador Program identifies and supports local champions, including youth leaders, to advocate for renewables in their communities.

Ambassadors receive special training in sustainability communication, networking opportunities with industry leaders, and a platform to amplify their voice via BASE events and media.
